Woolworths Moncrieff – a community-informed vision

Moncrieff is a growing Gungahlin suburb, shaped by young families, established neighbourhoods and a strong sense of community identity. As part of this growth, two sites at the corner of Horse Park Drive and Mirrabei Drive have long been identified for a future local shopping centre.

The direction for these sites has not started from scratch. Community and stakeholder consultation, undertaken in 2021 and led by the ACT Government, has shaped the vision, values, and strategic direction of this location.

In 2021, residents from Moncrieff, Taylor and surrounding Gungahlin suburbs shared clear priorities for how these sites should develop. Through surveys, workshops, pop‑ups and community meetings, people consistently spoke about the importance of:

  • Convenient access to everyday services
  • Family‑friendly and safe design, particularly near schools
  • Easy access and parking
  • A location that includes greenery, shade and opportunities to meet and come together.


Building on this earlier consultation, Woolworths has now lodged a Development Application with the ACT Government for a proposed local centre in Moncrieff. The design has been shaped to respond directly to what the community said mattered most, supporting daily needs, prioritising access and safety, and fitting comfortably within the local context.

As Moncrieff continues to grow, this development aims to support a thriving, connected and accessible community. We’re now inviting the community to review the proposal and help confirm whether these priorities have been met, and whether there’s anything else we should consider as the site continues to evolve.

The proposal

What is being proposed?

Woolworths has submitted a Development Application for a neighbourhood retail centre in Moncrieff. The proposal will include a supermarket, specialty retail, parking and improved access for pedestrians, cyclists and drivers. 

A local centre will provide access to groceries, specialty shops and services, making shopping for essentials more convenient for the local community.

Woolworths regularly reviews local retail needs and community feedback to ensure supermarkets respond to community expectations for a diverse range of products and contemporary shopping environments.

The proposed Woolworths supermarket will offer a full range of everyday products, including fresh food, pantry items, household essentials and ready‑to‑go options. The store will support full grocery shopping, with access to all essential items typically available at a Woolworths supermarket.

The planning and approval process

The Development Application (DA) was lodged at the end of March 2026. It is currently on public exhibition. 

Once the Development Application (DA) is lodged, it is assessed and determined by the Territory Planning Authority in accordance with planning laws and policies.

As part of this process, the Authority reviews the proposal, seeks advice where required, and considers any relevant feedback before making a decision.

Parking, access and traffic

Parking is one of our biggest priorities. There will be over 200 conveniently located parking spaces available to retail customers.

Traffic and access considerations form a core part of the planning process, particularly for developments on sites that are currently vacant and will introduce new activity to the area.

As part of the planning assessment, traffic conditions in and around the site are reviewed to understand how the development may affect vehicle movements, access points and pedestrian safety. This process helps ensure the surrounding road network can continue to operate safely and effectively, and that appropriate access and safety measures are incorporated where needed.

Community consultation

Consultation will open mid-June 2026 with a range of opportunities for the community to share feedback and get involved in engagement opportunities. These opportunities include:

  • An in-person drop-in information session on 20 June 2026 at Moncrieff Recreational Park.
